UK/NATIONAL UPDATES House of Lords debate on multiculturalism and inter faith dialogue On 8 September a short debate on the subject of inter faith dialogue took place in the House of Lords prompted by a question tabled by Lord Mitchell, a trustee of the Coexistence Trust.. The debate featured contributions from Lord Young of Graffham, Lord Hussain, the Chief Rabbi Lord Sacks, the Bishop of London, Lord Ahmed of Wimbledon, Lord Judd, Lord Sheikh, Lord Stone of Blackheath, Lord Harries of Pentregarth, Lord Popat, Lord Noon, Lord Rees of Ludlow and Baroness Royall of Blaisdon. Referring to the call for unity between communities by Tariq Jahan following the death of his son Haroon and brothers Shazad Ali and Abdul Musavir during rioting in Birmingham in August, Lord Mitchell explained why he had tabled the debate: In the shadow of the tragic death of a young Muslim man in Birmingham, and with the tenth anniversary of 9/11 just days away, I think we need to ask ourselves if there is more that we could be doing to improve interfaith dialogue in the UK. All speakers underlined the need for inter faith engagement, dialogue and activity. The work of a number of bodies of whose work they were aware was mentioned. Responding to the debate on behalf of the Government, Baroness Warsi said: Interfaith dialogue helps raise the standard of all faith-based debate in our country...I profoundly believe that there is far more that unites faith communities than divides them: common bonds that should be the basis for better understanding. HYPERLINK \l "_top" Back to the top Riots Communities and Victims Panel The Riots Communities and Victims Panel has been set up by the Government to examine and understand why the August 2011 riots in England took place. Darra Singh, Chief Executive of Job Centre Plus and former Chief Executive of Ealing and Luton Councils, chairs the independent panel  HYPERLINK "http://www.dpm.cabinetoffice.gov.uk/news/independent-panel-investigate-riots" \o "Independent panel announced" announced by the Deputy Prime Minister on 16 August. The other panel members are Simon Marcus, Heather Rabbatts and Baroness Sherlock. Working at the grass-roots, the Panel aims to listen to the experiences of those affected by the riots, as well as wider debates around potential casual factors. The Panel will examine potential motives for, effects of and responses to the riots, and will submit their findings to Government in March, and make these available on the Panel website soon after. HYPERLINK \l "_top" Back to the top Best Value Guidance on funding decisions for the voluntary and community sector On 2 September, Communities Secretary Eric Pickles published guidance to local authorities on how to protect voluntary and community groups from disproportionate cuts to their funding. This followed warnings from Mr Pickles earlier this year that councils should not "pull up the drawbridge" in the tough economic climate, but should instead look to give greater support for local groups which help some of the most vulnerable in their communities. As part of assisting local councils, the Government has replaced detailed prescriptive statutory guidance on local priorities introduced by the previous Government, with one page of guidance on how best to achieve Best Value in their areas- not just in terms of cost, but also the wider social and environmental benefits above and beyond the services they provide. In deciding how best to fulfil their Best Value Duty, councils are required to consult those using, or likely to use, a local service. This should include community and voluntary organisations. The guidance includes the following: those councils looking to reduce or end funding, or any other support to one of these organisations should give at least three months' notice of the actual reduction to both the organisation involved and the users of the service they provide; councils should involve and discuss their plans with the organisation and local service users as early as possible before making any final decisions on the future of the service; and councils should give organisations, local service users and the wider community the opportunity to offer options for reshaping and reducing the costs of the services provided. There will no longer be a requirement for councils to undertake lifestyle or diversity questionnaires of their residents or their suppliers. Central Government departments have already signed up to these same principles. The new Best Value guidance applies to all best value authorities, which are councils plus a range of other authorities including Police, Fire, the Broads Authority and Waste and Transport authorities. HYPERLINK \l "_top" Back to the top Updated guidance from the Charities Commission on the Equality Act The Charity Commission has published updated guidance on the Equality Act, replacing earlier guidance published last September. The new guidance contains more illustrative examples and information about how exceptions under the Act, including the positive action provisions, can be used by some charities, with particular guidance for grant makers and charities with restricted funds. HYPERLINK \l "_top" Back to the top EHRC consultation on legal cases involving discrimination and religion or belief As reported in the August E-Bulletin, the EHRC announced in July that it had been granted permission by the European Court of Human Rights to intervene in four UK cases before the Court which involved alleged discrimination on the grounds of religion or belief. At the same time the EHRC published a consultation document, the closing date for responses to which was 5 September. This consultation document reflected a change of mind on the part of the Commission about putting to the Court the possibility that the concept of reasonable accommodation had any useful application in cases concerning the manifestation of religion or belief.  HYPERLINK \l "_top" Back to the top Enforcement of Equality Act Specific Duties Regulations The Equality Act 2010 (Specific Duties) Regulations 2011 came into force on 10 September 2011. These regulations set out the specific duties imposed on listed public bodies to enable them to carry out the public sector Equality Duty more effectively and with greater transparency. To achieve this public bodies are required to publish: information to demonstrate their compliance with the Equality Duty, by 31 January 2012 (6 April 2012 for schools) and then at least annually; and equality objectives, by 6 April 2012 and then at least every four years. Voluntary and community sector organisations will have a significant role to play in aiding public bodies to achieve accountability and transparency in their equality performance. The Government Equalities Office is developing a toolkit to help them in doing this. HYPERLINK \l "_top" Back to the top 10th anniversary of the 11 September 2001 bombings in the USA 11 September 2011 marked ten years since the terrorist attacks on the World Trade Centre and other sites in the USA. In the UK the anniversary was marked in services at St Pauls and Westminster Abbey and in a number of towns and cities. For example, a service of remembrance and commitment, open to people of all faiths and none, was held at Leicester Cathedral. In Edinburgh a 9/11 Walk for Peace took place and in Reading a Friendship Walk. In London the Mosques and Imams National Advisory Board held a special conference on the subject of Building a better integrated and resilient society which looked at the ways in which good inter faith and community relations can continue to be built. In Glasgow, an inter faith service of remembrance was held at Cathcart Old Parish Church, and the first minister attended a service at St Nicholas Kirk in Aberdeen. In Birmingham members of the Faith Leaders Group, which began in the wake of the attacks ten years ago, came together to mark both the anniversary of the attacks and of their own founding. The day included a lecture from Archbishop Vincent Nicholls on future goals for inter faith relations. Westminster Faith Exchange, another group which began its life in the wake of the attacks, held a reflection event, 10 years on from 9/11 and the Founding of the Faith Exchange: An Interfaith Remembrance'. In Southall over 100 local people joined with Southall faith leaders to mark the tenth anniversary of 9/11 and together affirm their commitment to peace and harmony in Southall and beyond. The delegates are visiting a number of voluntary and statutory agencies and places of worship across Scotland. The three year 'Sister Cities' exchange programme was launched by the Interfaith Centre of New York in 2009. The Coexist Prize, worth $100,000, aims to celebrate the positive social role religion plays for so many people in the world. The prize will honour an individual who has shown inspirational courage, imagination and commitment, and been nominated by the public, or by Coexists global network of nominating partners. The Prize is open to people of all faiths, and those of no religious persuasion. There are also two runner up awards worth $10,000. The winners stories will be featured in short documentaries which Coexist will showcase at the Prize ceremony next March at New York University. They will also be made available online, so that they can be an inspiration and example for others. Coexist will work closely with the Prize winners to carry on their work and ensure its lasting impact in their society and beyond. An international panel of judges, including Her Excellency Mary Robinson, His Excellency The Grand Mufti of Egypt Sheikh Ali Gomaa, Rabbi David Rosen (American Jewish Committee's International Director of Interreligious Affairs), and Professor David Ford of the Cambridge University Inter-Faith Programme, will choose the winner and the two runners up. The programme is designed to bring people of different faiths together to meet in pairs and discuss beliefs and practice in depth, allowing for a different quality of conversation that can be deeper and more satisfying than group dialogue.
