The Government Equalities Office (GEO) says that the Equality and Human Rights Commission (EHRC) will be retained but radically reformed. Its work will be refocused on its core functions of regulating equality and anti-discrimination law in Great Britain, of fulfilling EU equality requirements and of being a National Human Rights Institution. Ministers are considering the scope for transferring some of EHRCs functions and services to government departments or contracting with private or voluntary sector bodies to undertake them. In the light of the Commissions history of poor financial control, we propose to strengthen requirements around financial and management controls to ensure that Government and Parliament can better hold EHRC to account for its performance and how it spends taxpayers money. It may be necessary to make amendments to the existing statutory framework and we will consult on our reform proposals in due course. The GEO says that it will consult in due course on its proposals. HYPERLINK \l "_top" Back to the top EHRCs first Triennial Review How fair is Britain? On 11 October, the European Human Rights Commission (EHRC) published How fair is Britain? This is the first in a series of three yearly reports which the EHRC is statutorily required to lay before Parliament surveying its field of concern. The report is more than 700 pages long and is available in full on the EHRC website at  HYPERLINK "http://www.equalityhumanrights.com/key-projects/triennial-review/" www.equalityhumanrights.com/key-projects/triennial-review/ together with an Executive Summary. The report offers the most comprehensive compilation of evidence on discrimination and disadvantage ever compiled in Britain. It finds that over recent years public attitudes have become much more tolerant of diversity and much less tolerant of discrimination. The report draws on a range of data sets and surveys as well as the Commissions own research reports. The evidence which it presents is grouped under the following headings: life; legal and physical security; health; education; employment; standard of living; care and support; and power and voice. The report also identifies gaps in the currently available data. The report shows that some long-standing inequalities remain undiminished and that new and socio-economic fault lines are emerging as Britain becomes older and more ethnically and religiously diverse. It identifies recession, public service reform, management of migration and technological change as major risk factors in progress towards a fairer society and identifies five great gateways to opportunity: health and wellbeing; education and inclusion; work and wealth; safety and security; and autonomy and voice. The report suggests that on the basis of the evidence presented in it, the most significant challenges at present are to: Close the differences in health and life expectancy between the highest and the lowest socio-economic groups Close the infant mortality gap between ethnic groups Close the performance gap in education between boys and girls Reduce the level of ethnic and gender segregation in education Close the qualifications gap for disabled people Reduce the disparities in educational performance by socio-economic background Close the gender pay gap faster and further Close the ethnic and religious employment and pay gaps faster and further Close the employment gap for people with disabilities Reduce incidence of hate crimes on all protected grounds and increase conviction rate Reduce incidence of homophobic, transphobic, disability-related and religiously motivated bullying in schools and workplaces Raise the rate of rape convictions further Reduce the rate of repeat domestic violence offences The present review focuses in particular on equality issues. It is understood that material will be published by EHRC in 2011 focusing on human rights and in 2012 on good relations.  HYPERLINK \l "_top" Back to the top Implementation of Equality Act 2010 The Equality Act 2010 received Royal Assent in April, shortly before the General Election. The new Government has decided to implement its main provisions with effect from 1 October; and that provisions relating to the new general public duty and the secondary legislation setting out specific public duties should come into force in April 2011. It has therefore adopted the timetable which the previous Government planned to follow. It is, as yet, uncertain whether the Government will bring into force Section 1 of the Act, which sets out a public sector duty regarding socio-economic inequalities; and Section 78 on the disclosure of information about the gender pay gap in private sector and voluntary organisations. The Equality and Human Rights Commission (EHRC) has been drafting the texts of statutory codes of practice and non-statutory guidance on the implementation of the Act. They cover employment; services, public functions and associations; and equal pay. The Codes remain in draft form. They have to be laid before Parliament for forty days without objection before the Government can make the Order bringing them into force. The purpose of the Codes is to explain the provisions of the Equality Act and to help to ensure that the law is applied consistently by lower courts and tribunals. They will also help make the law accessible to a wider audience, such as those who have obligations and those who have rights or their representatives. The Codes set out what the legislation means, drawing on precedent and case law and explaining the implications of every clause in technical terms. These statutory Codes will be the authoritative source of advice for anyone wanting an analysis of the detail of the 2010 Act. The EHRC is currently consulting on the draft of a Code of Practice on Further and Higher Education. The closing date for comments to be sent to EHRC is 31 December. The aim of the GRMF is to produce a set of indicators that collectively paint a comprehensive picture of the current state of good relations in Britain, as well as separately for England, Scotland and Wales and in individual localised areas. It is intended to provide an evidence base for identifying issues that need policy attention. The latest report is based on an extensive trawl of surveys in relevant fields, as well a review of relevant literature. Indicators and measurements now recommended were selected on the basis of centrality and appropriateness; clarity, precision and unambiguousness; complementarity versus overlap; and coverage and power. The indicator groupings chosen for inclusion in the GRMF are: attitudes (respect being/feeling respected; valuing diversity; trust; and admitted prejudice); personal security (perception of personal safety; hate crime; violent crime; feeling comfortable with oneself; ability to be oneself; impact of (in)security); interaction with others (isolation; availability of support from neighbours; ability to interact; experience of interaction with a diverse range of people and influence (participation in organised activity, determinants of participation; opportunity to interact with a diverse range of people through participation; opportunities and experience of influence; perceived influence of others; registering of view).  HYPERLINK \l "_top" Back to the top Government consultation on new strategy for the voluntary and community sector On 14 October the Government launched the Building a Stronger Civil Society strategy at the National Council for Voluntary Organisations. The strategy pulls together a range of existing policies and some new initiatives for supporting the sector in the challenging times ahead. Six Government Ministers attended the event, including Francis Maude, Minister for the Cabinet Office, and Nick Hurd, Minister for Civil Society, together with Lord Wei, a Government adviser on the Big Society. As part of this new strategy the Government has launched a public consultation on how it can improve the effectiveness of the advice and support that is available to frontline voluntary and community organisations. HYPERLINK \l "_top" Back to the top Faiths in Action Interim Evaluation Report The Community Development Foundations research team has produced a report evaluating the success of Faiths in Action Round 1. Key factors emerging are: Funded projects engage with large numbers of diverse individuals, with 67% of projects reaching out to people not involved with the group before, and 83% also benefiting people of no faith. There is a strong local aspect, with half of the funded groups operating within a single council area, though these local projects are supported by regional faith forums. 74% of funded groups thought they were now better equipped to influence local decision-makers. All the funded groups thought their work contributed to community cohesion. An average of four new volunteers were recruited to each group as a direct result of the grant. They are seeking to recruit young people aged 16 to 25 from a broad range of backgrounds to take part in the project, which aims to inspire environmental action across and with all communities. The groups members will have the opportunity to take part in leadership, environmental and media training sessions and will also be encouraged to find creative ways to express their relationship with the environment. Interact will also be facilitating the creation of a short film as a publicity resource which will give the young people a chance to develop their skills and explore different mediums of expression. This will also provide them with the opportunity to explore their religions and themselves creatively. The project will build on the methods and results of the first Government-commissioned study of Religious Discrimination in England and Wales from 1999 to 2001. Ten years later, this new project will consider the impact of legal and policy developments on religion and human rights in which the category of religious discrimination has become more widely accepted, while modified by reference to belief and an emerging policy focus on shared values, social cohesion and Britishness. HYPERLINK \l "_top" Back to the top Scottish Inter Faith Council and the International Sister Cities Initiative The Scottish Inter Faith Council is currently participating in the International Sister Cities Initiative run by the Interfaith Center of New York (ICNY). The Initiative, which is now in its second year, was set up to enable the ICNY to share its work with urban centres in Europe beginning with those cities that share similar religious demographics, security concerns and immigration challenges as New York City. This is carried out through the Dean James Parks Morton Visiting Fellows Program at the Center which allows religiously diverse delegations from one of more European cities to participate in and learn from ICNYs programmes. The goal of this three-year programme will be to enrich the inter faith work and networks within each of the participating cities: New York City, Barcelona, and Glasgow. In June 2009 delegations from UNESCO-Catalonia and the Scottish Inter Faith Council took part in seminars in New York City including cultural visits, meetings with officials, reflection sessions, visits to places of worship and participation in ICNY programmes and delegates from the Scottish Inter Faith Council have just returned from a trip to Barcelona in October 2010 having taken part in the second stage of this programme. Local groups might choose the Saturday or the Sunday, or both, depending on local factors. HYPERLINK \l "_top" Back to the top The Neighbourhood Challenge The National Endowment for Science, Technology and the Arts (NESTA), working with the Big Lottery Fund, is developing The Neighbourhood Challenge as a new programme to support community led innovation. Community organisations across England are invited to apply for the 18-month programme running from February 2011. NESTA will select ten organisations and provide them with funding, practical tools and high-quality training to trial an approach to community organising. They will also provide micro-finance to support the development of local projects and establish local challenge prizes to incentivise community-led innovation. The programme aims to show how community organisations can create innovative responses to local priorities, especially in neighbourhoods with low amounts of capital. It hopes to put the concept of mass localism empowering communities nationwide to design their own solutions to social challenges into practice. The process will be evaluated to inform the Governments thinking about how to make the Big Society work for all communities in the UK. The book outlines the role of Albania and Albanians who protected Jews from persecution and is one of only two countries in Europe where the numbers of Jews increased during the war.
