UK/NATIONAL UPDATES 2011 Census The 2011 Census takes place on Sunday March 27. The detailed personal information will not be released for 100 years and legal requirements are designed to ensure that information cannot be traced to a particular household or individual. ONS randomises the information, so information on individuals is not known. Data collected in the Census can affect communities in important ways, particularly those where a significant number of their numbers lived in specific geographical clusters. It helps to shape the future pattern of funding of public services, for example in relation to housing, emergency services and care for the elderly, and provides the basis for decisions on this for at least the following ten years. The first pupils to gain the certificate will do so in 2013. Schools will be judged in new league tables that will assess numbers of students achieving this new qualification. RE is not considered a humanities subject for the purposes of the E Bac. Last month, Stephen Lloyd, Liberal Democrat MP for Eastbourne and Willingdon, tabled an early-day motion calling on the Government to recognise RE in the EBac. The three-year initiative aims to bring people together in diverse communities, helping them build relationships and collaborate to improve the local community they live in. Near Neighbours will be set up as a charity by the Church Urban Fund and Church of England to foster better understanding and relationshipsbetween people of different faiths. People of any faith will be able to bid for funding through the local parish church for grants of up to 5,000 for individual local interaction projects. A wide range of community, education, environmental, arts, and sports activities will be eligible, as long as they encourage involvement by local people from different faiths or none. Near Neighbours will start operating later in 2011 in locations in the M62 mill towns corridor in Yorkshire and Lancashire; Leicester; East London; and Birmingham (north and east). It is the intention that the programme will complement and strengthen existing patterns of inter faith work in these areas. There will be consultation with the Inter Faith Network for the UK, through which the Churches work alongside all the major faiths for good inter faith relations. The resources of the Christian Muslim Forum, the Council of Christians and Jews and the Hindu Christian Forum will be drawn on to assist with particular local needs. Locality is the new nationwide network of community led organisations, formed through the merger of the  HYPERLINK "http://www.dta.org.uk/" \t "_blank" Development Trusts Association (DTA) and  HYPERLINK "http://www.bassac.org.uk/" \t "_blank" bassac (British Association of Settlements and Social Action Centres), which will come into being in April 2011. Ithas been chosen to carry out work including developing a training framework; a Code of Conduct for Community Organisers; and an Institute for Community Organising. Its partners in this work are: Re:generate; the Urban Forum; Faith-based Regeneration Network; Voice4Change England; Church Urban Fund; Manchester Metropolitan University; Goldsmiths University, South East London; Trafford Hall, Chester; St Katherines Foundation, East London; and the Open College Network, Yorkshire and the Humber. Community Organisers are envisaged as playing a major role in delivering the Big Society, working closely with communities to identify local leaders, projects and opportunities, and to empower the local community to improve their local area. Up to 500 senior Community Organisers will be trained and given bursaries of 20,000 for their first year, along with a further 4,500 part-time and voluntary organisers who will support them. In total, 5,000 Community Organisers will be trained between April 2011 and March 2015. It consists of a general duty, with three main aims (set out in Section 149 of the Equality Act 2010); and specific duties (set out in secondary legislation to accompany the Equality Act 2010). The specific duties are designed to help public bodies with the better performance of the general duty. The general Equality Duty will be commenced on 5 April 2011. As reported in the last e-bulletin, the Government published draft specific duties regulations on 12 January following a public consultation. Since then, the Government has considered the draft regulations further in the light of the policy objective of ensuring that public bodies consider equality when carrying out their functions without imposing unnecessary burdens and bureaucracy, and thinks there is room to do more to strip out unnecessary process requirements. On 17 March, the Government announced the publication of a policy review paper seeking views on new draft specific duties regulations. Comments on the new draft regulations should be submitted to the Government Equalities Office by 21 April 2011. For the period from 5 April until the new specific duties are in place, public bodies will still need to comply with the general Equality Duty. It is to be chaired by Sir Leigh Lewis, a retired civil servant, and includes eight human rights experts. An Advisory Panel will provide advice and expertise to the Commission on issues arising in relation to Scotland, Wales and Northern Ireland. The Commission will report jointly to the Deputy Prime Minister and Kenneth Clarke, Secretary of State for Justice. The Government has stipulated that the Commissions recommendations must ensure that the rights incorporated in the European Convention on Human Rights continue to be enshrined in UK law. The aim is for the Commission to report no later than the end of 2012. In his speech he set out three reasonable expectations of how Local Authorities will conduct themselves in their relationships with the voluntary sector: First, it is reasonable to expect that councils will not pass on disproportionate cuts to local voluntary and community groups. That they will not inflict bigger reductions to your budgets than they take on themselves. Second, any sensible council has known for many months that we were facing tough times so it is reasonable to expect that they will have been talking to voluntary and community groups at a very early stage about how services need to change. Third, it is reasonable to expect that they will have given three months notice or more when they think they need to end or alter a grant, or other support. Responding on 17 March to a written question from Jim Cunningham (Labour, Coventry South) about what recent steps the Department for Communities and Local Government has taken to improve community relations between different populations, Andrew Stunell, Parliamentary Under Secretary of State, said, Integration and positive relations between different populations are integral parts of the big society. HYPERLINK \l "_top" \o "outbind://41/#_top" Back to the top  Universities and freedom of speech On 18 February Universities UK published Freedom of Speech on Campus: Rights and Responsibilities. The report examines the meaning of academic freedom and freedom of speech. It then explores the contemporary context in which universities are operating, both in terms of the diversity of current student populations, and the wider national environment. It summarises the relevant law and describes the Governments security strategy and other security initiatives and structures. It then reviews the various ways in which universities from across the UK have addressed these challenges and sought to reconcile differing priorities, drawing on an on-line survey conducted by Universities UK of all its members in 2010. Inter faith engagement on campus is touched on at a number of points. The report is the result of a Universities UK working group chaired by Professor Malcolm Grant, President and Provost of University College London (UCL). The working group was established in January 2010 following the arrest of Umar Farouk Abdulmutallab in the United States on Christmas Day 2009 for an attempted act of terrorism. Eighteen months previously he had graduated from UCL. The national project, based in Birmingham, was launched in 2010 and focuses on building awareness and encouraging action to combat global poverty, with a particular focus on the issue of sovereign debt. In the year since it was launched the JDC Multifaith Project has built links with local and national faith groups and university groups. People involved in the project have attended and organised campaign events such as Drop the Debt (in Birmingham city centre) and held stalls at Islam Awareness Week and Inter Faith Week events across the West Midlands.
