UK/NATIONAL UPDATES IFN AGM and National Meeting IFN held its AGM and National Meeting in Birmingham on 13 July. The National Meeting was on the theme of The Big Picture: National and local faith communities working together for inter faith cooperation and understanding with a wide range of speakers of different faiths from local, regional and national bodies. The meeting looked at: the roles national faith community bodies play in resourcing local inter faith cooperation and learning including through resources, guidelines and modelling particular forms of inter faith engagement such as dialogue and joint social action; some particular ways in which national faith community organisations are working to help increase involvement in work to promote inter faith understanding and cooperation; some examples of this in local contexts; and how learning from local members helps inform national reflection and guidance and what local inter faith practitioners find helpful from national faith communities in supporting their work. We believe that it did not add value to the effective arrangements that Departments already have in place for consulting faith communities on policy", Mr Stunell provided the following further Written Answer on 24 June: "Our preference is to work with faith communities in a manner that is strategic and appropriate for particular situations. My Department will continue to liaise individually with national faith communities that provided members of the Council, and to convene ad hoc groupings to discuss policy as necessary. Officials from various Departments will continue to attend meetings of the Faith Communities Forum of the Inter Faith Network for the United Kingdom, in order to engage with faith communities collectively. The Government recognises the vital contribution that faith communities make to civil society, and we are committed to facilitating linkages and tackling barriers that faith groups face. In addition to its growing diversity, the profile of religion and belief has also changed, becoming more visible and public than was previously the case in many institutions. The Equality Challenge Unit commissioned researchfrom the University of Derby to develop an evidence base for understanding the experience of staff and students in higher education with a religion or belief. The project was carried out by a team led by Professor Paul Weller of the University of Derby. The research is based on survey responses from 3077 HE staff and 3935 students, supplemented by in-depth case-study work, focus groups and interviews in a number of higher education institutions. The ECU will be prioritising areas recommended within the report for future work, including good relations on campus and supporting other organisations including the National Union of Students and Universities UK. It plans to work with the sector to find effective methods to collect, interpret and learn from the variety of data sources available (for example, monitoring information, staff and student surveys, evidence of incidents of discrimination and harassment and evidence from engagement activities) to develop services and policies that support all staff and students, whatever their religion or belief background.  HYPERLINK \l "_top" Back to the top Governments new counter-terrorism strategy The Governments revised counter-terrorism strategy (known as CONTEST) was published on 12 July. It retains the previous four strand structure: Pursue to stop terrorist attacks; Prevent to stop people from becoming terrorists or supporting violent extremism; Protect to strengthen protection against terrorist attack; and Prepare where an attack cannot be stopped, to mitigate its impact. The strategy has been revised to take account of the current assessment of the terrorist threats which the country now faces. It says that Al-Qaida continues to pose a significant threat and other terrorist groups, some affiliated to Al-Qaida have become stronger. The threat from Northern Ireland related terrorism has also increased. The strategy looks ahead to the UKs biggest peace-time security operation around the 2012 Olympic Games in London. HYPERLINK \l "_top" Back to the top Review of Prevent Strategy As explained above, one of the four components of the Governments CONTEST strategy is Prevent designed to stop people from becoming terrorists or supporting violent extremism. The launch on 9 November of the Governments review of the Prevent strategy was noted in the e-bulletin for December. The Government published its new Prevent strategy on 7 June. The document includes a  HYPERLINK "http://www.homeoffice.gov.uk/counter-terrorism/review-of-prevent-strategy/" detailed review and evaluation of past Prevent work and an assessment of the extent and causes of radicalisation in this country and overseas. The full strategy document is a lengthy one of nearly 120 pages, which cannot be readily summarised. There is, however, an Executive Summary before the main report, Paragraphs 10.114 to 10.133 (on pages 80 to 82) deal specifically with faith communities. The new Prevent strategy makes it clear that policy and programmes to deal with extremism and with extremist organisations more widely are not part of Prevent and will be coordinated from the Department for Communities and Local Government (DCLG). The Government has already decided that responsibilities for Prevent will lie with the Home Office (in the Office for Security and Counter-Terrorism) and responsibility for integration with DCLG.  HYPERLINK \l "_top" Back to the top Specific duties required in relation to Public Sector Equality Duty laid before Parliament On 5 April 2011 the Government brought into force the public sector Equality Duty, for public bodies in Great Britain. Following two consultations on earlier drafts, [see e-bulletins of March and April], on 27 June the Government laid before Parliament for approval The Equality Act 2010 (Specific Duties) Regulations 2011. These new regulations will require public authorities in Great Britain to publish: Equality objectives, at least every four years, by April 2012; and Information to demonstrate their compliance with the Equality Duty, at least annually. With the exception of schools, public authorities will be required to publish relevant information demonstrating their compliance by 31 January 2012, and their first equality objectives by 6 April 2012. Schools will be required to publish both their information and their equality objectives by 6 April 2012. The Government and the Equality and Human Rights Commission will be producing some non-statutory guidance on complying with the regulations. The Government has also committed to reviewing the regulations in two years time. Although the Equality Duty is Great Britain- wide, Scotland and Wales are able to set their own specific duties. The specific duties in Wales came in to force on 6 April 2011 and specific duties that will apply to Scottish public bodies are still being decided. Over 5,000 responses were made. The Government has said that it will be reviewing all the comments it received and liaising with its key partners to discuss next steps. It has made it clear that any proposals for change to the existing legislation will receive careful consideration as to whether they are proportionate, practical, beneficial and in keeping with the Governments wider commitments and EU or domestic legal obligations. Any proposals that passed that test would then need to go through the normal consultation and Parliamentary process.  HYPERLINK \l "_top" Back to the top EHRC proposes reasonable accommodation for religion or belief is needed Judges have interpreted the law too narrowly in religion or belief discrimination claims, the Equality and Human Rights Commission (EHRC) has said in its application to intervene in four cases at the European Court of Human Rights, all involving religious discrimination in the workplace. If given leave to intervene, it will say that the courts have set the bar too high for someone to prove that they have been discriminated against because of their religion or belief; and that it is possible to accommodate expression of religion alongside the rights of people who are not religious, and the needs of businesses. The Commission is concerned that rulings already made by UK and European courts have created a body of confusing and contradictory case law. As a result, it is difficult for employers or service providers to know what they should be doing to protect people from religion or belief base discrimination. They may be overly cautious in some cases and so are unnecessarily restricting peoples rights. It is also difficult for employees who have no choice but to abide by their employers decision. The Commission thinks there is a need for clearer legal principles to help the courts consider what is and what is not justifiable in religion or belief cases, which will help to resolve differences without resorting to legal action. The Commission will propose the idea of reasonable accommodations that will help employers and others manage how they allow people to manifest their religion or belief. Evidence in the report shows that peoples understanding of their rights around religion or belief is not always matched by recent changes to equality law. HYPERLINK \l "_top" Back to the top EHRC report on the impact of counter-terrorism measures on Muslim communities In June the Equality and Human Rights Commission published an independentreport entitledThe impact of counter-terrorism measures on Muslim communities (Research report 72). It examines the diverse experiences of Muslims on the street and in the community, at ports and airports, and in mosques, schools and universities, as a result of counter-terrorism measures. EHRC commissioned this research to provide a contribution to the evidence base on the impact of counter-terrorism measures in Britain, an area where few facts are known. While the opinions in the report are those of the researchers and not necessarily the views of the EHRC, some of the findings have informed EHRCs response to the Governments counter-terrorism review and more recently the Terrorism Prevention and Investigation Measures Bill. HYPERLINK \l "_top" Back to the top Localism The Governments Localism Bill has passed through all its stages in the House of Commons and received its First Reading in the House of Lords on 19 May. The Second Reading took place on 7 June. On 9 June, the Parliamentary Select Committee on Communities and Local Government published its report on localism, including measures in the Localism Bill. The report says: The Government has not produced a compelling vision of what its imagined localist future will look like and the functions and responsibilities of the players within it. Greater clarity and certainty is needed. Localism should not be adopted purely as a way to achieve reductions in public sector costs, for it is unclear whether it will be able to deliver this in the short term. There is not universal support for the idea that central government should retreat entirely from local affairs, allowing accountability to local people to replace performance monitoring from the centre. In particular, organisations representing vulnerable, marginalised or minority groups argue that these sections of the community need protection that cannot be provided by the current mechanisms of local democratic accountability. HYPERLINK \l "_top" Back to the top Blackburn-Cape Town inter faith school exchange Blackburn College is playing host to a group of South African students as part of an inter faith exchange programme. The inter faith school exchange project is organised by the Cape Town Interfaith Initiative in partnership with the College. The South African students are getting the chance to take part in a whole host of activities, including an inter faith session at Blackburn Cathedral with Anjum Anwar MBE, believed to be the first Muslim in the world to be appointed to the staff of a Cathedral. They are also due to meet the Mayor and visit the Lambeth Street mosque and a Jewish Rabbis house and synagogue to explore the diversity of the region. In July 2012 students from Blackburn will visit Cape Town and participate in a week-long follow-up programme. The project is being funded by Blackburn College and donors from the Cape Town Community.
