HYPERLINK \l "_top" Back to the top UK/NATIONAL UPDATES A Year of Service All faith communities have within their ethical teaching the values of compassion, care and social justice. One of the ways that their members put these values into everyday practice is through volunteering. In 2012 a special project called A Year of Service will be taking place. In each month, for A Year of Service, faith communities will be hosting a day or days of volunteering and inviting people of other faiths and non-religious beliefs to join in. There will also be workplace volunteering opportunities. The Year provides an opportunity for marking in a practical way the Diamond Jubilee of Her Majesty The Queen of whose reign service has been a key theme. The Year, which recognises and celebrates the role of faith in inspiring charitable and social action work, is supported by the Department for Communities and Local Government and has been developed with the assistance of a multi faith Reference Group and a Steering Group. IFN is represented on the Steering Group advising on aspects of the Year. Its role is focused on helping to bring the Year to the attention of local, regional and national inter faith bodies and advising on, and helping enable, their participation. The days around which the programme is built have been chosen through discussion within its Reference Group and reflect both religious festivals and dedicated faith-based special volunteering Days. Other faith groups around the country can choose to hold their own volunteering events linked to other days. In this, Eric Pickles said: Faith is a great motivator, and throughout the year people from different faiths regularly give something back, volunteering for projects that benefit individuals in need or their local neighbourhood We want to help them do what they do best, recognising that just a little support can make a big difference. The Year of Service is a chance to link these great efforts together throughout the year [projects will be] led by individual faith communities but involving people of all faiths and none. The survey has been produced to help gather information about events and to learn how well respondents feel the Week is meeting its aims. It also gives space to report on events held and offer reflections on how the Week might be further developed. It can be answered by event holders and also those who attended rather than held events. The IFN office hopes that the final comment box on the survey will be used for respondents to tell their Inter Faith Week story. HYPERLINK \l "_top" Back to the top Draft Charter for the Coroners Service response to consultation From May to December 2011 the Government ran a consultation on the draft charter for the Coroners service aimed at coroners, local authorities and all those with an interest in the processes and practice of the Coroners Service. The Government has now published the 135 responses received to this consultation in the form of a report. Relevant to faith and inter faith organisations was the request from a number of faith-based organisations that family members might request less invasive post-mortem examinations instead of conventional ones. The report outlines the limited availability of the technology required to perform such operations to the Coroners service and the lack of protocol and guidelines on the use of non-invasive techniques as reasons to not include guidance to this effect in the Charter. HYPERLINK \l "_top" Back to the top The Role of Faith Groups in the Big Society In December the House of Commons Public Administration Select Committee published its 17th report entitled The Big Society to examine what the Big Society project means for Whitehall and whether the implementation of this policy is on track to succeed. The report considers in great depth the ways in which government, both national and local, engages with the Big Society and tackles the rolling out of policies that fall under this term. It goes on to propose a number of steps to change the way the Civil Service and local authorities commission and manage contracts for public services. Of particular relevance is the section entitled The Role of Faith Groups (paragraphs 137 143), which notes a breadth of views on the participation of faith groups in the delivering of local public services including those of the Chief Rabbi, Lord Sacks, the Archbishop of Canterbury, the Bishop of Leicester, Charles Wookey (on behalf of Archbishop Vincent Nicholls) and Andrew Copson, Chief Executive of the British Humanist Association. The report recognises the potential benefits of faith groups helping to deliver public services but cautions against the exclusion of those who work in multi-faith contexts or those of non-religious beliefs who can also help in this way. HYPERLINK \l "_top" Back to the top EHRC Human Rights Measurements Framework The Equality and Human Rights Commission has published the Human Rights Measurement Framework (HRMF), a new set of indicators that brings together information and evidence for analysing and assessing human rights in Britain. The framework is a set of indicators, based on those developed by the office of the UN High Commissioner for Human Rights, that will help the Commission, the Government, public bodies, NGOs and others with an interest in human rights, to evaluate their compliance with, and progress towards, the implementation of human rights in Britain. The HRMF is made up of a broad range of information including the statutory, regulatory and public policy framework for protecting human rights; case law outcomes; concerns highlighted by domestic and international human rights monitoring bodies; allegations raised by NGOs and media reports; and a wide range of statistical sources. It covers both the requirements of the UK Human Rights Act and rights that are drawn from international conventions the UK government has signed up to, such as the International Covenant on Social, Economic and Cultural Rights. HYPERLINK \l "_top" Back to the top New arrangements for information, advice and support on discrimination and human rights The Government is commissioning a new Equality Advisory and Support Service to help individuals in England, Scotland and Wales who have problems with discrimination. The new service will be open to all members of the public, regardless of their situation. It will be a source of expert advice and support, with a particular focus on supporting vulnerable and disadvantaged individuals to help find quick and informal solutions to their problems wherever possible. It will consist of a telephone advice service for advice on discrimination and a lay independent advocacy service that will provide support for people who need face to face help. If individuals do not have access to legal counsel and are in need to support this advocacy service will help them in preparing to issue a claim. This service is designed to run alongside existing legal aid available under the Equalities Act 2010. The Government will no longer be solely funding legal aid to help those who are discriminated against. HYPERLINK \l "_top" Back to the top Convention for the Protection of National Minorities Opinion on the UK and Comments On 4 January 2012 the UK Government released their comments on the Council of Europes Advisory Committee on the Convention for the Protection of National Minorities third opinion on the United Kingdoms implementation of the Convention in December 2011. In comments on Article 6 of the Convention (Fighting Racism and Intolerance) the UK Government commented on the issue of Islamophobia (as many British Muslims belong to minority communities) saying: The Government is determined that events involving the Muslim community should not be exploited by anyone as an excuse to start blaming, persecuting, or preaching inflammatory messages about any particular group. The broader issue was underlined at the end of the section: The Government is fully committed to engaging with faith and non-faith communities to help build a more inclusive, tolerant and cohesive society. In comments on Article 8 of the Convention (Religion) the UK Government emphasised that UK Religious Education was based in the needs and traditions of the local community with Agreed Syllabi being determined with input from SACREs. On the central prescription of the teaching of Religious Education the Government commented: that central prescription and the uniformity it implies do not necessarily produce the best outcomes. We are therefore reducing central prescription on schools - including guidance on what and how they should teach. HYPERLINK \l "_top" Back to the top Equality and Human Rights Commission update guidance In December the Equality and Human Rights Commission (EHRC) published revised versions of their public sector equality duty guides on: Equality information and the equality duty; Equality objectives and the equality duty; and Engagement and the equality duty. These revised editions reflect the final public sector specific equality duty regulations that came into force in September 2011 (and were noted in IFNs September e-bulletin), and they replace the first edition of the guides published in January 2011. These guides are for England and non-devolved bodies in Scotland and Wales, (the guides for Wales have been updated in January and the guides for Scotland being updated currently). The Plan sets out the Commissions two key strategic priorities for the period, which are: Developing the compliance and accountability of the charity sector; and Developing the self-reliance of the charity sector. It also sets out the regulators new Vision, Mission and Values, with the Vision being Charities you can support with confidence. The publication of the Strategic Plan follows the Commissions Strategic Review consultation which began in October 2010 and involved numerous charities, professional advisors, umbrella bodies and members of the public. HYPERLINK \l "_top" Back to the top Voluntary Sector Compact National Audit Office findings The National Audit Office (NAO) has published the findings from its inquiry into how Government departments are implementing the Compact with the voluntary sector in their work. The inquiry - announced as part of the accountability and transparency measures which accompanied the renewed Compact in 2010 - highlights some key issues and makes a number of recommendations to improve departmental activities. The reports findings include that: the Compact is supported by Government departments and there are good examples of it being applied leadership is not always visible in Government departments, with recommendations that more needs to be done to increase visible promotion and oversight by senior department officials 40% of consultations issued since the renewed Compact was launched had shorter than 12 week time periods there are concerns with the lack of clarity about the Office for Civil Societys role regarding the Compact, with the lack of a full time staff member dedicated to it. WIMN currently has members from several different faith backgrounds and locations and provides a platform for women of all faiths and none to share information and experiences, as well as an opportunity to learn new skills. Each week, a poem, tract, short story or prose piece will be at the centre of a 90-minute discussion. The group is led by professional writer Marina Benjamin and seeks to nurture understanding between people from different faith backgrounds. There is no extra reading required either before or after the sessions, which take place every Wednesday at the St Ethelburgas Centre from 4pm to 5.30pm. The project is to encourage young people under the age of 25 to create a work of art to express concerns about malaria from a faith perspective. The project includes a number of workshops. The aim of the group is to make a difference, to use theatre as a medium to share experiences with others and to show that relations between different faiths are not all negative. No experience of theatre is necessary to be involved. Becoming a member of the group will involve weekly workshops; rehearsals of the play created and a performance in week commencing 16 April. HYPERLINK \l "_top" Back to the top FUNDING OPPORTUNITIES Social Action Fund Second round open The Social Action Fund is a grant fund of over 20 million managed by the Social Investment Business on behalf of the Office for Civil Society. The Fund aims to inspire organisations to create new social action opportunities; encouraging people to give what they have, be it time, money, assets, knowledge or specific skills. The second application window opened on 9 January and all applications have to be received by noon on 3 February. The Social Investment Business website notes that successful applications will address the following themes: Encourage people to come together in their locality to support each other. Projects that scale proven models to regional or national levels, or replicate them in other localities. Some priority will be given to models that encourage those who do not traditionally get involved as volunteers. They are also particularly interested in models that offer people the opportunity to give time and/or money to activities that deliver a public benefit and complement the public sector. Focus on the different life stages of volunteering. Programmes that target the following will be favoured: building a culture of participation among school children and university graduates encouraging professionals who have retired or are on point of retirement to use their experience and skills for community/public benefit inspiring and supporting National Citizen Service graduates who want to continue contributing to their communities through social action projects. HYPERLINK \l "_top" Back to the top Near Neighbours The Near Neighbours programme is a three-year initiative, run by the Church Urban Fund, which aims to bring people together in diverse communities (in particular areas), helping them build relationships and collaborate to improve the local community in which they live. The programme currently operates in a limited number of geographical areas: East and South East London, North Birmingham, Leicester, Bradford, Burnley and Oldham. It is a rolling programme with no deadlines but it is due to end in March 2013. Award amounts range from 250-5000. The Fund is pleased to receive applications from people of different faith groups or none, working in partnership with people of different faiths and within the criteria. HYPERLINK \l "_top" Back to the top Big Local Trust The Community Development Foundation (CDF) is leading a consortium of organisations as the Big Local Trust to manage and deliver the Big Local funding programme. The Trust and programme will provide support and at least 1m funding per area to 150 local areas in England over the next ten years, through a 200m endowment from the Big Lottery Fund. Since the announcement in July 2011, CDF has started to work with the first 50 Big Local areas, which all received round 1 funding in response to applications from community organisations or groups of community organisations on behalf of their local area to the Big Lottery Fund. Those local areas that received round 1 funding applied for round 2: getting people involved funding from the Big Local Trust in late summer 2011. This funding can be used to engage their local area with the Big Local project, including developing local partnerships of eight or more local organisations to deliver the Big Local project to their local area, and to run Big Local projects. There has been no further information as yet on round 3 or other funding made available to those 50 Big Local areas, nor is there any information on when applications will open for any new local areas. The fund is divided into two strands: 30 million is being used to provide small grants and the remaining 50 million is being used to match private donations invested in community endowment funds which will pay out money for small grants well into the future. The purpose of the conference is to explore new evidence, analysis and theory concerning the sacred practices of everyday life, such as roadside shrines, divorce parties, prayer cairns, naming ceremonies and healing rituals. The conference will showcase thirty or so projects funded by the Religion and Society Programme which have new findings in this area and papers are also being sought. There is a particular focus on the varied ways in which the life course is being re-enchanted in the 21st century, but papers looking at other eras and/or larger forms of sacred practice (such as civic rituals) are also welcome. The scope is global.
